If I run a tool slow enough why would I need a Dashboard?

If I have a tool that is only in the cut for a short time can I just run it slow and avoid needing a Dashboard?

Running slow is not a guarantee of avoiding chatter and getting a stable cut. Even small features with chatter or vibration marks will require secondary features. Small features that are not in tolerance can reject and entire part. There is a process-damped region, but where does that begin? The Dashboard shows you how SLOW you have to run as well as how fast.
